| Description: | Under limited supervision, supervises and provides care and guidance to neglected and delinquent youths living at Oakland County Children's Village by observing and monitoring their daily living activities. Documents daily behavior of residents, and completes reports to provide relevant information concerning the residents. Participates as part of the treatment team that develops and implements treatment plans for the residents. Inspects living areas and sleeping quarters to ensure security is maintained and to detect possible trouble. Provides guidance, instruction and leadership with educational, recreational and work activities. Able to utilize prescribed physical management techniques to provide for the care, welfare, safety and security of residents and staff. Drives vehicles, as necessary, to transport residents to court or program related activities, ensuring safety of residents and community. Works day, afternoon, midnight, and/or weekend shifts, although other shifts may be assigned to ensure the efficient operations of Children's Village.
Promotes a positive image of the facility by adhering to regulation and policy such as state licensing rules and the "Mission and Purpose" statement of Children's Village. Follows administrative policy and works to ensure adherence, taking a clear and consistent approach. |
| Qualifications: | At the time of application, applicants must:
1. Must be a high school graduate or have a certificate of successful completion of the General Educational Development (GED) Test.
2. Have passed his/her 21st birthday.
3. Have not been convicted of a felony violation of criminal law. (Criminal law generally includes all offenses except traffic law, conservation law, and liquor law.)
4. Possess a valid motor vehicle operator's or chauffeur's license.
Special Features or Conditions
STANDARD PHYSICAL REQUIREMENTS:
1. Frequent to constant standing, walking, running and lifting while supervising and observing residents and work activities with residents.
2. Strength and dexterity of a degree to restrain residents when necessary.
3. Sensory skills intact to be able to detect smoke, fire and contraband carried or being used by the residents.
SPECIAL REQUIREMENTS:
Must submit to immunizations as requested by the Department of Health & Human Services and to periodic tuberculin skin tests or chest x-rays at County expense.
Must maintain a valid motor vehicle operator's or chauffeur's license.
Drive designated county-owned vehicle when on duty, unless directed otherwise.
Must become certified in CPR and maintain certification annually.
Before beginning employment candidates will be required to provide Children's Village with documentation from the Michigan Department of Human Services (previously called Family Independence Agency) that they have not been named in a central registry case as the perpetrator of child abuse or child neglect. In addition, applicants being considered for hire will be asked to sign a form authorizing Children's Village to request and receive a criminal history check in accordance with the privacy act of 1974.
Applicants for positions at Children's Village will not be considered if they have been convicted of either of the following:
(a) Child Abuse or Neglect
(b) A felony involving harm or threatened harm to an individual within the 10 years immediately preceding the date of hire.

Examination Information
The examination will consist of a written test to evaluate knowledge, skills, abilities and other factors related to successful performance on this job. Written notification will be sent regarding an appointment time for this examination. A valid driver's license with picture, or other suitable personal identification with picture, will be required of every applicant before being admitted to any examination, including an employment physical.
The exam content as described above may be modified depending upon the number of applicants or other factors that influence the practicality or usefulness of this selection process. Where minor differences in actual test scores do not reflect meaningful differences in ability, those scores will be statistically grouped resulting in a tie among those applicants.
It is the policy of the Oakland County Merit System to hire qualified individuals with limiting conditions in accordance with all applicable state and federal laws. Applicants having a limiting disability requiring some special accommodation to take the examination, as described above, should contact the Human Resources Department.
All applicants who are given favorable consideration for a position must complete a drug screen at the time of the employment physical.
Purpose of Examination
The purpose of this examination is to establish an eligible list from which to fill present or possible future vacancies in this classification. ALL NEW EMPLOYEES WILL BE HIRED ON A PART-TIME BASIS ONLY. For each vacancy, a Department Director/Division Manager has the choice of the top band/group on the eligible list. Test scores and rank are only used for the purpose of placing applicants on eligible lists. Final hiring decisions are not based on actual numerical test scores or rank. This list will remain in effect for six months, unless exhausted, superseded by a new eligible list or extended for another six months by the Human Resources Committee.
This list will supersede the current eligible list resulting from the Youth Specialist I examination number 10568. Eligibles remaining on the existing eligible list must pass the new examination if they wish to continue to be considered for County employment in this classification.
